Indian lawyers for clients in Qatar

Indian legal services for residents of Qatar

Indians are the largest expatriate group in Qatar, and many invest what they earn in Doha in a flat or a plot back home, or find themselves drawn into a family land dispute from far away. We handle the Indian work from Mohali, with Qatari documents attested in the correct sequence.

In short

A resident of Qatar can complete most Indian legal work remotely. Qatar is not a party to the Apostille Convention, so a document signed there is notarised, attested by the Qatar Ministry of Foreign Affairs and then attested by the Embassy of India in Doha; an Indian national may also sign directly before the Embassy's consular officer. Qatari judgments are not enforceable under section 44A, so money claims are pursued afresh in India.

Indians in Qatar and the legal work that follows them

Indian workers and professionals have shaped modern Qatar, from the construction of stadiums and metro lines to hospitals, banks, schools and energy companies in Ras Laffan and Mesaieed. Many come from Kerala, Tamil Nadu, Karnataka, Goa, Andhra Pradesh and Maharashtra, and a growing number are senior professionals whose families live with them in Doha.

A good Qatari salary tends to be invested in India. Clients often ask us to check a property before they pay for it, using a title search and due diligence report, or to pursue a builder who has delayed a flat booked during a property exhibition in Doha. Others are pulled into partition of ancestral land when an elderly parent dies, need a power of attorney so a sibling can act for them, have questions about filing Indian tax returns, or learn that a complaint has been lodged against them with the police in India.

How documents are signed and attested in Qatar

Qatar has not joined the Hague Apostille Convention, so apostilles are not issued for documents going to India. Legalisation goes through a chain of attestations instead.

  1. Notarisation in Qatar. A power of attorney or affidavit is notarised by the notarisation department of the Qatari Ministry of Justice. Documents in English are commonly accepted with an Arabic translation where the department asks for it.
  2. Ministry of Foreign Affairs. The notarised document is attested by the authentication section of the Qatar Ministry of Foreign Affairs.
  3. Embassy of India, Doha. The Embassy then attests the seal of the Qatari ministry. Indian citizens can instead sign directly before a consular officer at the Embassy, which skips the first two steps.

The Embassy's consular services are offered through its own counters and authorised partner centres, and timings change, so check the current arrangements before visiting. Once in India, the original must be stamped within three months, and powers for property transfers may need registration or authentication under the Registration Act.

Most requested services from Qatar

Qatar residents come to us most often for these six services. Each page sets out the Qatari attestation route and what happens at the Indian office, court or tribunal.

Indian tax and money matters for Qatar residents

Qatar charges no tax on employment income, so many residents assume they have nothing to report in India. That is true only if there is no Indian income above the exemption limit. Rent, NRO interest, dividends and capital gains on Indian property or shares are taxed in India, and a buyer of your Indian property must deduct tax at non-resident rates. India and Qatar have a tax treaty in force since 1999, and a tax residency certificate from the Qatar General Tax Authority supports treaty claims on interest and dividends.

Count your days in India carefully if you take long summer breaks. A stay of 182 days, or 120 days where Indian income exceeds ₹15 lakh, can affect your residential status. Our page on NRI income tax in India explains returns, refunds and lower deduction certificates for NRIs.

Qatari judgments, family matters and Indian courts

Qatar is not a reciprocating territory under section 44A CPC. A creditor holding a Qatari money judgment cannot execute it directly in India and must file a suit on the judgment or on the original claim, with the Qatari decision tested against section 13. Arbitration awards are different: Qatar and India are both parties to the New York Convention, so an award made in Doha can be enforced in India under Part II of the Arbitration and Conciliation Act, subject to the limited grounds for refusal.

For family law, Qatar's personal status law applies to Muslims, while non-Muslim expatriates may face uncertain options in Qatari courts. Most Indian couples in Qatar therefore turn to Indian courts for divorce, maintenance and custody, with documents attested through the Qatari chain and hearings attended by video. Matrimonial complaints filed in India against a spouse in Doha are a recurring issue, and we advise on criminal defence for NRIs before any travel.

Working with us from Doha

Qatar keeps the same time all year, two and a half hours behind India. A 7 pm call in Doha is 9.30 pm in Mohali, and Saturday mornings in Qatar fit well with the Indian working day. Courier between Doha and Indian cities usually takes three to five working days, and many clients carry originals on their next trip home.

Since Qatar abolished exit permits for most workers in 2020, travel to India is easier than it was, but annual leave is still limited. We plan any step needing your presence, such as a registration you insist on signing yourself or a final statement in a family court, around your leave dates, and run everything else remotely through video hearings and attested documents.

Frequently asked questions

Can I get an apostille in Qatar for use in India?

No. Qatar is not a party to the Apostille Convention. Documents are notarised in Qatar, attested by the Qatar Ministry of Foreign Affairs and then by the Embassy of India in Doha, or signed directly at the Embassy.

Is a Qatari court judgment enforceable in India?

Not by direct execution, because Qatar is not notified under section 44A. You would file a suit in India, relying on the judgment, and the court applies section 13 of the Code of Civil Procedure.

Can an arbitration award from Doha be enforced in India?

Generally yes. Both countries are New York Convention parties, so a foreign award can be enforced under Part II of the Arbitration and Conciliation Act, subject to limited objections.

Do I have to file an Indian tax return while working in Qatar?

Only if your Indian taxable income exceeds the basic exemption limit or you want a refund of tax deducted. Rent and capital gains often make a return necessary.

What is the time difference between Qatar and India?

India is two and a half hours ahead of Qatar all year, because neither country observes daylight saving.

Can my non-Indian spouse in Doha sign documents for India?

Yes. A foreign national signs before a Qatari notary, and the document is then attested by the Qatar Ministry of Foreign Affairs and the Embassy of India.

A relative has filed a police complaint against me in India. Is it safe to fly?

Check first. We can find out whether an FIR exists, whether a look-out circular has been issued and whether anticipatory bail is advisable before you book.

How long does attestation take in Doha?

Each step usually takes a few working days, so allow one to two weeks for the full chain, more before Indian festivals and the summer leave season.
